Important bonuses in the “capital gain” tax are initially approved. (02/10/2019)

To make an assessment of the Ordinary Plenary of the month of October, Antonio Ignacio Martnez-Real appeared that was satisfied with the text approved by the Plenary that introduced significant bonuses in the “Capital Gains” tax.

On the one hand, it will be facilitated that taxpayers can prove the absence of a capital increase in transfers, so they would not have to pay this tax.

That is, when a property is sold for a lower price than the acquisition price, no surplus value will be paid, adapting the Ordinance to the arguments in the last Judgments of the Supreme Court.

On the other hand, in the mortis-causa transmissions (inheritances) bonuses have been established, for which the principle of progressivity has been taken into account, establishing sections according to the cadastral value of the transferred assets, and according to the amount of the same will have right to a bonus that from 90% in the minimum values ​​to 5% in the maximum.

More than half of the mortis-cause transmissions will have bonuses between 50% and 90%.

In total, the bonus amount that will not be collected in 2020, will be 347,000 euros, of which 293,000 euros will affect the first two tranches that will be the smallest inheritance.

Regarding the proposals made by the opposition, the first one of the PP, asked for recognition for associations and volunteers who had participated in the work of assistance and assistance during the last rains, and that date should be given to that recognition.

That motion was totally unnecessary since previously, on September 18, the Plenary unanimously had already expressed recognition to these groups and in addition another act of more solemn recognition will be carried out on Police Day, December 8, therefore He had already set a date for that recognition.

It must be remembered, that it has been customary since 2015, that day to recognize people or groups that have shown their solidarity either in specific cases or in adverse situations caused by nature (fires, landslides, floods, etc).

Despite its unnecessary nature, the Government voted in favor of its own actions.

Similarly, the PP had presented another motion on the appointment of official chroniclers, to which was added an amendment to replace the Councilor not attached and another to replace the PP itself.

The government was looking for consensus and intermediating so that both proponents will reach an agreement, for which the Mayor made a recess, finally a unanimous agreement was reached to approve an Honors Regulation that is almost finished, the result of the consensus of the groups of the previous legislature, and once said Regulation is in force, proceed to start the procedure to designate chronicler.

The motion of C, S that sought to request funds to eliminate the cane from the river, was rejected and did not obtain any support beyond its 2 councilors, since it was inappropriate, incomplete, and there are already various programs with funds from other administrations for those cane elimination issues in the river, which are being carried out.
