Mandatory mask and fines of up to 100 euros if not complied with (10/06/2020)

| Saorín, Councilor for Health and Public Health of the City of Cieza informs about the content of the royal decree law that will lay the foundations that will govern the new normality | COVID-19 is considered an "urgent notifiable disease".The Government has approved this Tuesday in the Council of Ministers the royal decree law that will lay the foundations that will govern the new normality.

The text maintains the mandatory nature of masks on public roads, in open air spaces and in closed spaces for public use or that are open to the public, as well as in transport.

Failure to comply will be penalized with fines of up to 100 euros and will be the autonomous communities and local entities that will be responsible for surveillance, inspection and control.Through a press release, the councilor for Health and Public Health of the City of Cieza, Francisco Saorín, has reported that the recently approved standard by the Executive expressly declares COVID-19 "urgently required disease", being the health services which will ensure that, at all levels of care, and especially in primary care, the carrying out of any suspected case of a diagnostic test by PCR or other molecular diagnostic technique, as soon as possible.Early detection and epidemiological surveillanceThe councilor stresses that the royal decree also introduces the CCAA's duty to provide information when emergency situations arise for public health, to guarantee adequate coordination between health authorities and strengthen the functioning of the National Health System.The health services will guarantee that, at all levels of care, and especially in primary care, every suspected case will undergo a diagnostic test, as soon as possible after knowledge of the symptoms, and that all the information is transmitted in a timely manner.The Autonomous Communities must ensure that a sufficient number of professionals involved in the prevention and control of the disease, its early diagnosis, care of cases and epidemiological surveillance are guaranteed, as well as creating contingency plans to ensure a rapid and coordinated response.Regarding residential centers for the elderly or with special needs, the competent administrations must guarantee the coordination of these centers and have contingency plans for COVID-19 aimed at the early identification of possible cases between residents and workers, and their contacts .The places where the health authorities identify the need to perform traceability of contacts will have the obligation to provide the health authorities with the information they have regarding the identification and contact details of the potentially affected people.Preventive measuresThe obligation to wear a mask in the complementary public and private transport of passengers in vehicles of up to nine seats, including the driver, is maintained if the occupants of the tourist vehicles do not live together at the same address.The adoption of prevention and hygiene measures in the work environment is also contemplated, such as the organization of work places or the organization of shifts to avoid crowds, as well as in commercial establishments, in social residential centers or in hotel and restaurant activities.Sanitary controlsLikewise, the royal decree establishes the obligation for land transport operators, whose services with preassigned seats run through more than one province, to keep the contact information of passengers for a minimum of four weeks and make them available when required.
