PSOE: "C's lies without blushing" (18/08/2020)

| It is false that there is any rule that obliges city councils to "donate" remnants | During the year 2020, we are seeing the local formation C'S telling falsehoods in the media, mixing concepts, such as "surplus" or "remnant" or giving different figures.

One day they give a figure and say one thing and another day the opposite with other figures.

Faced with this situation, the PSOE of Cieza has sent a press release, in which it reminds the orange formation that we have always been jointly defending that the Town Halls can use their remnants.

It is because of a 2012 Law, (Montoro Law) that there have always been impediments to using them, and also because of this 2012 Law, which imposes an absurd "spending rule", municipalities are prevented from spending all their income.

Likewise, we remember the formation that now calls itself "liberal"that we have always jointly defended the relaxation of the "spending rule", in order to be able to invest the money that is in the banks for the benefit of the general interest. So, now it turns out that that money that previously obtained returns from movable capital (interest), now suffers losses since we have to pay the banks to keep that money for us, so that in addition to not being able to use the savings, they they are suffering losses and they are diminishing. Therefore, in order to provide solutions, and avoid the rigidity of the "Montoro Law of 2012" that condemns the City Councils to not properly dispose of their savings, the Government of Spain has put on the table a flexible and voluntary formula for municipalities.

In this solution provided by the Government of Spain, the "spending rule" is eliminated for this year, so it seems inconceivable that C'S, which has always defended its flexibility, now opposes this measure and causes the permanence in time of the odious "spending rule", likewise in that formula proposed by the Government of Spain the City Councils are allowed to use the Superavit for many investments and even current expenses, without the need to deliver any surplus and much less "donate",as maliciously and falsely say those who aspire to exercise opposition with a minimum of rigor.

In addition to all this, and here comes the reason why C'S seeks confusion and lies, in the Government's proposal, it is also offered to the City Councils that want because that way it may interest them, obviously voluntarily, to transfer to the Government ( than not to donate), their leftovers once the debt and the supplier account (413) have been paid, saving the cost of the bank by having them there and in return they will receive the same amount delivered in several years as "transfers", which will allow them to use it Without computing either for the "spending rule" or for "stability" (when counting as income that equals spending), All City Councils that voluntarily avail themselves of the latter option,They will also become part of an additional distribution of 5,000 million euros (paraphrasing CS, it would be the Government of Spain that "donates").

In other words, what the Government of Spain is doing is putting different options so that each City Council takes the one that suits them best and also contributes money, it is scandalously false to say that the Government "takes away" the savings from the City Councils, when day after day We see that it does not have financing problems in the markets with non-existent interests and also what it does is provide an additional fund, the only thing that is intended is to avoid the expense for the City Councils of paying the banks, and also that they can spend the remainder without that affects the "spending rule" as we have always been defending,Since, as we have said, the Government will return the amount as "transfers" to the municipalities that voluntarily prefer to use this system. Faced with C'S comments that they would request legal or Intervention reports, the Cieza socialists remind them that there are already several reports issued and advise them to read the report made by COSITAL (College of Auditors and Secretaries) where it is explained in a way coinciding everything that we have commented in the previous paragraphs, so the representatives of C'S should read more and lie less.

It is unfortunate that C'S representatives in Cieza show such a great lack of solvency in these matters, ignoring reports, confusing surplus with remainder or the problems of the 2012 Law and its spending rule. Finally, the Socialists remind C'S that the proposal of the Government of Spain is on the table, so they can choose to make contributions, proposals, and collaborate, which will surely be more useful than issuing qualifications not adjusted to the truth.
