Saorín informs of three requests for a building permit for macro pig farms (09/09/2020)

The Councilor for Works of the Cieza City Council warns that the year of suspension of the construction license for this type of exploitation has ended without the CARM having issued the mandatory simplified environmental assessment report to modify the PGMO.During the last legislature, the application for a building permit for the installation of two large pig farms in the municipality of Cieza, in the Carrichosa area and in the Casa de las Monjas, aroused the protest of the population, especially the farmers and ecologists, given the problems that these new livestock production systems, through genetic selection, choice of appropriate species for housing, with overcrowding of animals in small spaces and their total independence from agricultural land, together with a deficient management of slurry, they have taken with them in those places where they have been installed, with a degradation of agricultural, landscape and environmental resources. In a press release, the Councilor for Works of the City of Cieza, Francisco Saorín, recalls that in May 2018, being the councilor delegate for Urbanism (Urban Planning and Discipline), gathering the feelings of farmers, environmental organizations and an important sector of the population sensitized with the damages caused by these macro-farms, promoted, on the one hand, the approval of the advance of the specific modification of the PGMO to regulate the conditions of this type of livestock establishments and, on the other, suspend the granting of licenses during the period one year provided by law.Saorín specifies that, by plenary agreement, on May 25, 2018 it was approved "the suspension of the granting of building licenses, both for new construction and for the extension of substantial reform, of intensive livestock farms throughout the municipality of Cieza ", agreement published in the BORM of May 31, 2018.

In the full file, a report from the legal advisor of the City Council warned that" the suspension would expire within a year if at least one has not proceeded in advance of the initial approval of the formation or modification of the General Urban Ordination Plan for the intended Ordination ".Likewise, Saorín points out that, being the owner of Urban Planning, "the municipal technical services concluded the Progress of the Modification Project No.

11 of the General Municipal Planning Plan that affects the Urban Planning Regulations deployed in various articles of Chapter 3.1 in relation to 'livestock use and conditions of exploitation '", and that he, as Urban Planning Councilor at that time, raised the proposal to approve it in full on January 30, 2019, including the" request for a report to the General Directorate of Spatial Planning, Architecture and Housing of the Ministry of Development and Infrastructures and start the simplified environmental evaluation process ", which was approved by the votes of the municipal government and the PP."A year and a half later -informs the mayor- the Autonomous Community has not issued the mandatory simplified environmental assessment report, so the modification of the PGMO to regulate the construction of these macro farms could not be approved initially, given the circumstance that the year of suspension of building licenses has come to an end.

"Finally, Saorín warns that there are currently three license applications for the construction of pig macro farms, the known ones from the places of La Carrichosa and Casa de la Monjas and one closer to the Cuesta de la Herrada, for which he claims to the Autonomous Community that issues the report so that the Cieza City Council can have the legal instrument to "prevent" these establishments from being authorized if they have a negative impact on the environment, if they cause damage to other economic activities, whether of a nature.

industrial agricultural or cultural, or nuisances for citizens.

"Without the aforementioned and mandatory report, the Cieza City Council cannot continue with the process that has begun", the councilor asserted, leaving the municipal term of Cieza unprotected due to the inaction of the CARM.
