Saorín reports on coordinated actions to control covid-19 infections (05/10/2020)

| The Councilor for Health and Public Health of the City of Cieza recalls that the measures are the result of a collegiate decision, although the autonomous communities may send their contributions | Last week the Government and the CCAA agreed on a package of coordinated actions in public health to control Covid-19 infections.

The new, stricter measures are aimed at bending the contagion curve in the territories most affected by the pandemic to achieve the greatest benefit for public health and minimize the social and economic impact for the population.Regarding the content of the measures agreed by the Interterritorial Council of the National Health System, the Councilor for Health and Public Health of the City Council of Cieza, Francisco Saorín, has reported that it is established that it is necessary to implement new measures in populations with more of 100,000 inhabitants who have an incidence of more than 500 cases per 100,000 people in the last 14 days, a positivity of the diagnostic tests for active infection greater than 10% and who are in autonomous communities with an ICU bed occupancy by Covid- 19 more than 35% of the usual staff.

Thus, in those towns that meet these requirements, at least the eleven control and response measures and two recommendations contained in the agreed document must be applied.In the first place, the entry and exit of people from the affected municipalities will be restricted, except for those displacements, adequately justified, that occur due to assistance to health centers, services and establishments, compliance with labor, professional, business or legal obligations, assistance to university, teaching and educational centers, including early childhood education schools and assistance and care for the elderly, minors, dependents, people with disabilities or especially vulnerable people, among others.Circulation on highways and roads that pass or cross these municipalities will be allowed as long as it has its origin and destination outside of them.

And, residents may circulate within the affected municipalities, always respecting the individual and collective protection measures established by the competent health authorities.On the other hand, participation in groups of people for the development of any activity or event of a family or social nature, both on public roads and in public and private spaces, will be reduced to a maximum number of six people, unless it is of cohabitants, and except in the case of work and institutional activities or in the case of activities in which limits or specific measures are established.On the other hand, a maximum capacity, distance and hours have been established for certain areas such as places of worship.

In them, said maximum capacity will be one third and the minimum interpersonal distance of 1.5 meters must always be guaranteed.In wakes, the maximum capacity will be fifteen people in outdoor spaces or ten in closed spaces, whether or not they are living together.

And, participation in the entourage for the burial or dismissal for the cremation of the deceased person will be restricted to a maximum of fifteen people.In the case of establishments, commercial premises and services open to the public, the maximum capacity will be fifty percent and the closing time may not exceed 22:00, except for the exceptions that are foreseen.For their part, the hotel and catering establishments and gaming and betting establishments will also have a maximum capacity of 50 percent indoors and 60 percent outdoors.

Bar consumption will not be allowed.

And, the tables or groups of tables must keep a distance of at least 1.5 meters from the chairs assigned to the other tables or groups of tables.

The maximum occupation of people per table or group of tables will be six.Keep in mind that new customers cannot be admitted after 10 p.m.

and the closing time may not exceed 11 p.m., with the exception of home delivery services.The academies, driving schools and private centers of non-regulated education and training centers not included in the scope of application of article 9 of Royal Decree Law 21/2020, of June 9, the maximum capacity will be fifty percent.And, in sports facilities, both outdoors and indoors, the maximum capacity will also be fifty percent indoors and sixty percent outdoors, and group sports will be reduced to a maximum of six people.In the official competitions of state scope and non-professional character and the international competitions that are under the organizational tutelage of the Spanish sports federations that are developed in the municipalities provided for in section 1.1, the Protocol of action for the return of competitions will be applied state-level and non-professional officials in the 2020/2021 season, prepared by the Superior Sports Council.The same document indicates that the autonomous communities with municipalities in which the enumerated circumstances concur to apply these measures must reinforce their capacities for the early detection and control of the disease, as well as in the field of health care, according to the established in the Early Response Plan in a COVID-19 Pandemic Control Scenario.Finally, in the recommendations section, the agreement establishes that any unnecessary movement or displacement in the municipalities that have to apply these measures must be avoided.

Likewise, it is also considered convenient that the CCAA approve special plans in municipalities with less than 100,000 inhabitants with a high cumulative incidence of new cases.
