[Saor n: "Small farmers and ranchers will be able to make direct sales with guarantees" (15/12/2020)

The Councilor for Consumption of the City Council of Cieza, Francisco Saor n, emphasizes that the RD approved by the Government favors the direct sale of small producers, access to local products and artisan production, the profitability of small farms livestock farming and environmental sustainability and the fight against depopulation. Last Wednesday, December 9, at the proposal of the Ministries of Consumption and Agriculture, Fisheries and Food, the Council of Ministers gave the green light to the Royal Decree by which certain conditions of application of the provisions of the European Union regarding hygiene in the production and marketing of food products and activities excluded from its scope of application are regulated.

The new regulations authorize the sale of traditional and artisan products directly from small farms. In a press release, the Councilor for Consumption of the City Council of Cieza, Francisco Saor n, highlighted that the "Sanitary Hygiene package" approved by the Council of Ministers favors the competitiveness of small agri-food producers and production establishments.

Traditional and artisanal, facilitating local consumption, short marketing channels and guaranteeing the future of sustainable food production. Likewise, it has indicated that it homogenizes the criteria of hygiene and food safety in products of animal origin and encourages informed, responsible and sustainable consumption with high standards of food safety and transparency. The mayor has stressed that the set of measures has the objective of simplifying the requirements for small food companies, helping to increase their profitability based on three cross-cutting criteria: positive impact on environmental policies, high levels of food safety and improvement of the nutritional quality of the food produced. He also recalled that our primary agri-food, agricultural and livestock sector is a fundamental pillar of our productive model, generator of wealth and employment, fundamental throughout the territory and also part of our cultural identity. Among the farms and establishments benefiting from the Royal Decree are the ungulate slaughterhouses (bovines, pigs, sheep and goats) and ungulate offal handling establishments.

Likewise, it is foreseen that, in small slaughterhouses, it will not be necessary to have all the dependencies or premises required by EU regulations, as long as there are measures that guarantee that the same level of food safety is achieved.

As for operators who wish to slaughter birds or lagomorphs on the farm, the obligations established do not imply an administrative burden, but the need for authorization by the competent authority is established.

Regarding the requirement that small primary producers who directly market their productions,Although the regulatory framework does not change, it only clarifies it, being more transparent with this standard, in the sense that it directly regulates the possibility of carrying it out and the necessary requirements. Finally, Saor n explained that, together with different Civil Society organizations with which the Ministry of Consumption is in permanent contact, a participatory evaluation will be carried out on the implementation of the RD measures.

It is a novel measure with which the impact, implementation, problems and successes of measures highly demanded by organizations and the sector along with them will be evaluated.
