'Farmer, do not burn your pruning waste, crush them!', The municipal campaign to raise awareness against the fumes of agricultural burning (29/09/2017)

Fumes are a "health problem," said Antonio Moya, who hopes with this initiative to make farmers who still do not crush agricultural waste the importance of adopting a "responsible attitude towards this bad practice".

The City Council of Cieza, through the councils of Agriculture, Environment and Education, will carry out a campaign to raise awareness about agricultural fires in order to inform and raise awareness about the consequences of fumes on the population, but especially for the most vulnerable groups such as children, the elderly and people with chronic diseases.

It includes a line of work aimed at informing local schools.

In the words of the head of the municipal areas of Agriculture and Environment, Antonio Moya, "we can not forget that this situation creates a health problem. We want to separate this type of practices from alpaca burns to combat intense frost because, first place, are a punctual fact and are related to whether they occur or not, and secondly, because the problem of burning is competential as I will explain later. "

"We must be aware of the problem of public health," said the mayor in reference to the burning of agricultural waste, stressing that these practices "are prohibited as last year recalled the Director General of Public Health to the Minister of Agriculture during a meeting held with them. Since we acceded to the municipal government we have not lost even a single second in trying to tackle this problem by always offering our collaboration.

He explained that "within the framework of our competences, and establishing the road map that we have been marking in the various local environmental councils, we are drafting a new ordinance for air protection and have submitted a claim to the Plan of Waste from the Region of Murcia 2015-2020 in order to improve and facilitate farmers the problem of agricultural burning. In this sense, we also approved a motion in plenary that urged the Ministry to develop our project management of waste".

Under the motto 'Farmer, do not burn your pruning waste, crush them!' Moya has called on farmers to participate in this campaign which, consisting of posters and leaflets, will be present in agrarian organizations, cooperatives and the Comarcal Agrarian Office.

"The Ministry has sent to municipalities a document that the burning of agricultural residues, stubble pruning is subject to the authorization regime as a waste management activity and therefore is subject to Law 22/2011 of 28 July, of Contaminated Wastes and Soils, and also must take into account the established in Law 3/207, of November 15, on Air Quality and Protection of the Atmosphere.

"This practice has always been prohibited and this is assumed by the Directorate General of the Natural Environment, and that whenever a fire is to be carried out, it must have the appropriate permission, in accordance with current regulations. for example, to propagation of a pest.In the edited posters we emphasize that it does not burn and that other methods such as crushing are used, facilitating the telephones of the Office of Attention to the Farmer and of the Cieza Agrarian Local Office to provide the contacts of companies specialized in the management of waste ".

This campaign also includes a line of work aimed at informing about this problem to local schoolchildren within the framework of Cieza Ciudad Educadora.

The Councilor for Education, Manuela Fernández, has announced that the Network of Centers will include in the educational programs a campaign of protection against smoke.

In the words of the municipal official, "on the one hand, it will focus on sensitizing people who can avoid it, and, on the other hand, on protecting the general population, especially students from local education centers."

According to Fernández, "Through the curricular contents of the center, students will be prevented from doing physical exercise, first thing in the morning and outdoors, if the air conditions are not conducive.
